Tuesday’s comments came after Israel issued tenders for around a third of the 3,400 homes planned for the project. Miliband called the settlement “the crossing of a red line”.

He said: “It cuts through the heart of the West Bank and risks making a Palestinian state unviable. This government will not acquiesce in the destruction of the two-state solution. We will act, and I will set out a comprehensive set of measures in the coming weeks.

“I want a comprehensive reset of our approach on these issues because it is necessary, it is high time.”

Ministers have been under pressure for weeks to place tighter sanctions on Israel, specifically in relation to the E1 plan.

Last month, Israel invited companies to bid for contracts to build 1,200 homes for the project between East Jerusalem and the settlement of Ma’ale Adumim.

A group of former British diplomats called on the government in May to threaten action against any companies bidding to build any illegal settlement “designed to divide the West Bank in two and destroy Palestine’s viability”. They warned that E1 was part of Israel’s “systemic West Bank annexation”.

Other governments have condemned the project. The German chancellor, Friedrich Merz – usually one of Israel’s staunchest defenders – called it a “big mistake”.

The UK joined a group of 20 other countries, including France, Germany and Italy, as well as the European Union, to issue a joint statement calling E1 “unacceptable”.

The statement said: “The E1 settlement will undermine the prospect of the two-state solution by driving a wedge through the West Bank and harming the territorial contiguity of the Palestinian territories.”

Miliband said: “We need to look, and we are looking indeed, at our wider economic relationship with the occupied territories and the different tools we have to tackle it.

“I want to be very clear: we do not want British companies financing, constructing, or advertising new settlements. The work we are now undertaking is how we can stop that. And as I say, I’ll have more to say soon.”

Ministers are under pressure to go further and ban trade in goods and services with people or organisations linked to illegal settlements.

James Naish, the Labour MP for Rushcliffe in Nottinghamshire, said: “Does the foreign secretary accept that this pace of expansion shows that current UK measures are failing to change Israeli government behaviour, and that a trade ban is now the necessary next step?”

Stephen Doughty, a Foreign Office minister, indicated this could be included in the government’s measures. He said: “We have absolutely condemned the settler violence, the settler terrorism that we have seen, absolutely our condemnation of the proposals for E1 and all illegal settlements, and indeed we have joined other countries around the world in condemning this proposal and been very, very clear with the government of Israel that this must stop.

“The prime minister has been very clear that we need to do more, including looking at further sanctions, both those involved in the violence in Gaza, but also looking at measures to ban trade in goods with illegal settlements.”

The Israeli embassy to London responded by referring to previous comments by Gideon Sa’ar, Israel’s foreign minister, who said: “If Britain acts against the state of Israel, the state of Israel will act against Britain. We have the tools. The period is over when people act against the state of Israel and the state of Israel doesn’t respond.” %!s()

The statement on his future plans for power comes six weeks after he took over from Sir Keir Starmer in July, just before Parliament's summer recess.

Here are the main points from what he said.

He plans to give away power

Burnham told MPs his time as mayor of Greater Manchester had given him a "clear theory of growth" that further devolution of power away from Westminster would help boost the UK's economic prospects.

But he said he wanted to avoid a "two-tier England" - where areas that have already been given greater powers pull away from those that have not.

He announced that work was under way with Cornwall council and its six MPs on a devolution deal, "with or without" an elected mayor, to help the rural economy.

Burnham's move to grant the county greater powers, without requiring it to team up with councils in neighbouring areas, could open the door to more devolution for other single counties.

Burnham also said he would meet leaders in Scotland, Wales and Northern Ireland to explore more local powers there.

He was pressed on defence spending

The statement was the first chance for Conservative leader Kemi Badenoch to grill Burnham on defence spending following headlines on the issue over the summer.

Chancellor John Healey was appointed by Burnham after quitting as defence secretary under Sir Keir Starmer, calling for the UK to spend 3% of gross domestic product (GDP) on defence by 2030.

However, since entering the Treasury, Healey is yet to attach a date to this spending target, and has faced pressure to do so in recent days.

Healey has said a target date for increasing spending to 3% of GDP will be set out at the next government spending review, expected in spring next year.

But in a potential signal of his intentions in this area, Burham said the arguments Healey had made about defence spending in his former role were a key reason why he had put him in charge of the Treasury.

He will go to the UN's climate summit

Burnham confirmed he would attend the COP31 climate summit in November, as he vowed to "meet the climate challenge".

The annual UN climate change conference will take place in Antalya, Turkey, allowing Burnham to come face to face with many world leaders and senior officials.

While Sir Keir attended COP summits when he was prime minister, Rishi Sunak was criticised in 2022 for not going because he had "other pressing domestic commitments".

Burnham's pledge to attend the summit comes as he faces a looming decision about whether to allow drilling to start in the Rosebank oilfield and Jackdaw gasfield, in the North Sea, which have been in legal limbo for a year.

He wants to continue leasehold reform

Labour's 2024 election manifesto promised to "finally bring the feudal leasehold system to an end", after campaigners said it was unfair that flat owners had little control over spiralling property costs.

A draft Leasehold and Commonhold Reform Bill published by Starmer's government earlier this year included plans to cap ground rent at £250, ban the sale of new leasehold flats and give homeowners greater control over how their buildings are managed.

Under the bill, leasehold would be banned "except in limited cases", and developers would no longer be allowed to sell new flats as leasehold.

That bill is yet to be introduced to Parliament, but Burnham confirmed he intended to "bring forward" a Commonhold and Leasehold Bill during the current session of Parliament, which began in May and would normally last around a year.

He paid tribute to Starmer

Burnham kicked off his Commons statement by paying tribute to his predecessor Sir Keir Starmer, who had announced he was resigning as MP for Holborn and St Pancras just hours earlier.

Sir Keir had given the UK "a lifetime of service", Burnham said, including delivering the Hillsborough Law which demands more accountability from public officials during official inquiries, as well as work to achieve peace in Ukraine.

He also praised Sir Keir for leading Labour to one of its "best victories" in the 2024 election.

He said Sir Keir had "created a platform to change this country for the better" which the new government would "use well".

Marvel's Wolverine

If Insomniac has proved anything over the last eight years, it’s that they know how to make a hell of a superhero game. Spider-Man remains one of the PlayStation 4’s defining action games and a shining example of open-world design, as are both of its follow-ups. After seven years, Fire Emblem is finally returning to the world introduced in Fire Emblem: Three Houses. There’s a lot of similarities to be found in the structure of Fire Emblem: Fortune’s Weave, but there are also plenty of ways that developer Intelligent Systems is building out the features that defined Three Houses in some pretty exciting ways. Even though I was only able to get just a few chapters in with each of the main heroes, I’ve already found several new additions I’m very fond of… and maybe one that I’m not as high on. Silent Hill: Townfall

Release Date: September 24

There's always a foggy town that instills a certain fear, cryptic puzzles within that tense atmosphere, and an underlying trauma to ground the chilling horror. I had an inkling that Silent Hill: Townfall could nail the series' particular style of horror, and after getting three hours of hands-on time with it, I'm thrilled to say my intuition was spot on. This being in first-person definitely sparked the thought of what P.T. could have been, because my time with Townfall showed that the more intimate interaction with the environment can bring you closer to both the story it's trying to tell and the gameplay elements that give rise to such dread. I came in thinking Townfall would be just another direction the series could explore, and came away eager for whatever comes after the end of my preview demo. Hot Wheels: Infinite Rush

From my 30 minutes of hands-on time, I really came to appreciate the sense of freedom of taking my chosen vehicles out into the field. The Burnout Paradise-style open-world racing is a great fit for the toy-car world of Hot Wheels, as the focus on exploration offers a surprisingly charming space to tear my way through. Hot Wheels: Infinite Rush is very much a living toy box of a world to unravel, and so far, developer Milestone has got a great concept for its big upgrade for Hot Wheels racing games. Garfield: Escape from Monday

Release Date: September 24

Effectively capturing the vibes of Garfield can be a real challenge to pull off well, but Garfield: Escape from Monday is shaping up to be a worthy addition to the lovable slacker’s library of interactive adventures. Much like the recent Bubsy 4D, Escape from Monday is pretty familiar when it comes to the structure and formula, but that’s seemingly by design, as recapturing the fun of 3D platformers from a simpler time is very much in style these days. Luckily, his new Garfield adventure backs up solid fundamentals with snappy platforming action and a cool hook that showcases the endearing sourpuss in a fun and exciting way. It might not reinvent the genre, but that’s okay, and as Garfield will tell you any day of the week, there’s nothing wrong with a little comfort food. It will then receive a Gala screening at London Film Festival on Oct. 11, with talent expected to attend both events. Andrew Garfield stars as Altman, with Yura Borisov, Monica Barbaro, Cooper Hoffman, Jason Schwartzman, Chris O’Dowd and Mark Rylance alongside him. Ike Barinholtz features as the richest man on earth, SpaceX and Tesla founder Elon Musk. The news comes after reports suggested the movie would be skipping the festival circuit.

It’s been a bumpy ride for Guadagnino and his film, after Amazon MGM Studios — which developed and financed the project — dropped it in June. The timing was interesting: It came only a few months after the news that Amazon will invest $50 billion in the artificial intelligence research and deployment company as part of a “multi-year strategic partnership” that will accelerate OpenAI’s consumption of Amazon Web Services.

Amazon released a statement saying the film would “be better served if it were released by a different studio,” and Artificial was later rescued by Neon (after Netflix, A24 and Focus Features reportedly passed), which plans to release the film sometime later this year in order to qualify for this year’s Oscar race.

“I can’t say much because we are right in the middle of this situation,” said Guadagnino, director of Call Me by Your Name, Challengers and After the Hunt to Italian television late June. “[But] these are industrial policies that are certainly not new… To me, the issue isn’t artificial intelligence itself. What matters most to me are the people. It is completely changing the face — not just of society in terms of consumption and how we relate to these tools, but the very face of the identity of a place like the United States and the entire world — with the rise of this small oligarchy that wields truly radical control.”

Garfield himself spoke in a profile for Esquire just last week about taking on the role of Altman. “I don’t know this person, to be clear,” the British actor began. “I don’t know Sam Altman. I’ve never met him. I was going off of the script and court transcripts and interviews and research, and we were telling a story. But I think anyone who takes on that level of responsibility for a company or a technology that you know is going to do a hell of a lot of damage to the soul of humanity [must have] a certain ability to dissociate.”

The 2026 BFI London Film Festival will run from Oct. 7-18, and on Tuesday confirmed a raft of talent participating in this year’s Screen Talks section.

Government figures showed 6,041 confirmed cases and 2,911 deaths as of August 31, surpassing the previous worst outbreak, which ran from 2018 to 2020.

Six of the country’s 26 provinces are affected. Ituri, in the northeast, remains the epicentre, with 4,802 confirmed cases recorded as of August 26.

Where are parents’ fears coming from?

In Bunia, Ituri’s provincial capital, parents are questioning whether schools should reopen while the outbreak continues to spread.

“As a parent, I am concerned about the announcement that schools are reopening, especially as we are facing the Ebola outbreak in our region. We are asking the government what measures they will put in place to protect children from this disease,” said Dieudonne Lotsima, a father of three and resident of Bunia.

Lotsima believes classes should be postponed until a vaccine specifically effective against the virus causing the outbreak becomes available.

“Children are children,” he told Al Jazeera. “They may not wash their hands at the washbasins, and if they become infected, they risk infecting the whole family. This return to school is uncertain, and if we do not take steps to protect the children, I do not know what we can do.”

The outbreak is caused by the Bundibugyo virus, a species of ebolavirus different from the Zaire ebolavirus, which has caused most previous Ebola outbreaks in the Democratic Republic of the Congo.

There is currently no approved vaccine or treatment specifically for Bundibugyo virus disease. Ervebo, the vaccine approved against Zaire ebolavirus, is being given to front-line health workers, but its effectiveness against Bundibugyo has not been established. The World Health Organization is supporting a clinical trial to assess whether it can protect against the strain responsible for the current outbreak.

How is the government reopening schools?

Rather than impose a nationwide closure, the government is using different arrangements according to the level of Ebola risk.

In the highest-risk areas, pupils will study from home using printed materials and radio programmes, according to the Ministry of Education. Workbooks and learning sheets covering essential parts of the curriculum will be distributed, while local and community radio stations will broadcast programmes to accompany them. Families without radios may also be provided with them.

Raissa Malu, the minister of education, said on August 18 that 40 of the country’s 138 educational subdivisions in Ebola-affected provinces were affected by the outbreak. Eighteen were classified as high risk.

The government has divided areas into three categories: green, where there is no reported Ebola transmission; orange, where areas are affected but can continue with additional precautions; and red, where the risk is considered highest.

“We are, in fact, going to introduce a system of worksheets that will be produced in line with the curriculum, focusing on essential knowledge, and distributed to children to enable them to continue their work at home,” Malu told Al Jazeera.

She stressed that the arrangement was not online or internet-based teaching.

But Catherine Neema, a mother of two in Bunia, remains unconvinced.

“I’m not sure I’ll send my child to school. When the children start school, there will be too many people. People may come into close contact with one another and become infected,” she said.

Neema said her eldest child began the holidays when confirmed Ebola cases stood at about 1,500, with 470 deaths.

Why are teachers still worried?

The Ituri 1 Teachers’ Inter-Union Committee says the epidemiological situation is not conducive to a safe return to school.

Budju Lobo Isaac, a trade union member, said schools needed basic health measures before children and teachers returned.

“We cannot sacrifice the lives of children and teachers just to stick to a timetable. Before reopening schools, we must ensure minimum health and safety standards are in place: handwashing facilities, hand sanitiser, thermal scanners, and monitoring and support for teachers,” he told Al Jazeera.

Education officials have also been training staff in Ituri to identify risky behaviour, promote preventive measures, and educate pupils about Ebola.

“We have trained inspectors, senior officials from the provincial directorate, and other members of teachers’ unions,” said Jean-Baptiste Ngona Kivi, acting head of the General Education Service in the Ituri 1 educational province. “They will be deployed to the sub-districts to pass on this training on Ebola protection techniques to headteachers and teachers.”

Can schools also help fight Ebola?

Professor Yap Boum, incident manager at the Africa Centres for Disease Control and Prevention for the response to the Bundibugyo outbreak, sees the return to school as an opportunity to reach families with information about Ebola.

“Once they have been made aware of the Ebola virus disease, when they return home, they also help to raise awareness amongst adults,” he told Al Jazeera. “So this is another opportunity we see in children returning to school.” %!s()
